History about The Republicans: The Republican Party was founded in the 1850s as a political party opposed to slavery and supportive of individual freedom. It was founded on the idea that the Declaration of Independence should apply to everyone. From the time of our first Republican President, Abraham Lincoln, Republicans have stood for this sense of economic and social opportunity. The Republican Party is the party of the individual, the party of freedom, and the party of limited government. Abraham Lincoln told us, "The legitimate object of government is to do for a community of people whatever they need to have done, but cannot do at all, or cannot do so well in their separate and individual capacities. In all that people can do for themselves, the government ought not to interfere." His words embody the basic Republican philosophy of government.
Despite dramatic changes in society and the new challenges of the 1990s, the Republican Party continues to have a clear idea of what it stands for. Republicans strive for creative solutions to today's problems which are consistent with our belief in limited government, our belief that the most effective government is the government closest to the people, and our belief in individual opportunity and personal responsibility.

We further believe that legal recognition and the accompanying benefits afforded couples should be preserved for that unique and special union of one man and one woman which has historically been called marriage.
Stem Cell We strongly support the President's policy that prevents taxpayer dollars from being used to encourage the future destruction of human embryos. In addition, we applaud the President's call for a comprehensive ban on human cloning and on the creation of human embryos solely for experimentation. Pornography We therefore support vigorous prosecution of obscene material by the U.S. Department of Justice. Unlike the Democrat Party and its candidate, we support the continued exclusion of homosexuals from the military as a matter of good order and discipline. We oppose Bill Clintons assault onthe culture and traditions of the ArmedForces, especially his attempt to lift theban on homosexuals in the military. We affirm that homosexuality is incompatible with military service. The sole source of equal opportunity for all is equality before the law. Therefore, we oppose discrimination based on sex, race, age, creed, or national origin and will vigorously enforce anti-discrimination statutes. We reject the distortion of those laws to cover sexual preference, and we endorse the Defense of Marriage Act to prevent states from being forced to recognize same-sex unions. We affirm that homosexuality is incompatible with military service. We support the traditional definition of marriage as the legal union of one man and one woman, and we believe that federal judges and bureaucrats should not force states to recognize other living arrangements as marriages. We rely on the home, as did the founders of the American Republic, to instill the virtues that sustain democracy itself. That belief led Congress to enact the Defense of Marriage Act, which a Republican Department of Justice will energetically defend in the courts. For the same reason, we do not believe sexual preference should be given special legal protection or standing in law.
CRIME Republicans believe that the first obligation of government is to protect the lives and property of its citizens. We believe that both juveniles and adults must learn that their actions have consequences and that they will be held responsible for their behavior. We support increasing the share of the state budget devoted to the criminal justice system (currently only 6 percent), requiring criminals to serve at least 85 percent of their sentences, building more prisons and boot camps for adults and juveniles, giving judges more authority over juveniles, removing the juvenile justice system from HRS; requiring, whenever possible, prisoners to pay for the cost of their incarceration, and streamlining procedures for implementing capital punishment. We also support requiring prisoners to work and in appropriate cases requiring prisoners to receive a high school equivalency education as a condition of their release. Justice And Safety Most Americans over the age of fifty remember a time when streets and schoolyards were safe, doors unlocked, windows unbarred. The elderly did not live in fear and the young did not die in gunfire. That world is gone, swept away in the social upheaval provoked by the welfare, drug, and crime policies of the 1960s and later. We cannot go back to that time of innocence, but we can go forward, step by difficult step, to recreate respect for law and law that is worthy of respect. Most of that effort must come on the state and local levels, which have the primary responsibility for law enforcement. While we support community policing and other proven initiatives against crime, we strongly oppose any erosion of that responsibility by the federal government. Our Republican governors, legislators, and local leaders have taken a zero tolerance approach to crime that has led to the lowest crime and murder rates in a generation. At the same time, we recognize the crucial leadership role the president and the Congress should play in restoring public safety. The congressional half of that team, in cooperation with governors and local officials who are the front line against crime, has been hard at work. Within proper federal jurisdiction, the Republican Congress has enacted legislation for an effective deterrent death penalty, restitution to victims, removal of criminal aliens, and vigilance against terrorism. They stopped federal judges from releasing criminals because of prison overcrowding, made it harder to file lawsuits about prison conditions, and, with a truth-in-sentencing law, pushed states to make sure violent felons actually do time. They have also provided billions of dollars, in the form of block grants, for law enforcement agencies to hire police and acquire new equipment and technology. The other part of the team a president engaged in the fight against crime has been ineffective for the last eight years. To the contrary, sixteen hard-core terrorists were granted clemency, sending the wrong signal to others who would use terror against the American people. The administration started out by slashing the nations funding for drug interdiction and overseas operations against the narcotics cartel. It finishes by presiding over the near collapse of drug policy. The only bright spot has been the determination of the Republican Congress. Its Western Hemisphere Drug Elimination Act of 1998 has just begun to restore the nations ability to strike at the source of illegal drugs. Now the Congress is taking the lead to assist Colombia against the narco-insurgents who control large parts of that country, a stones throw from the Panama Canal. A Republican president will advance an agenda to restore the publics safety: No-frills prisons, with productive work requirements, that make the threat of jail a powerful deterrent to crime.Increased penalties and resources to combat the dramatic rise in production and use of methamphetamine and new drugs such as ecstasy. An effective program of rehabilitation, where appropriate.Support of community-based diversion programs for first time, non-violent offenders. Reforming the Supreme Courts invented Exclusionary Rule, which has allowed countless criminals to get off on technicalities.A constitutional amendment to protect victims rights at every stage of the criminal justice system Reservation of two seats on the U.S. Sentencing Commission for victims of violent crimes. We will reopen Pennsylvania Avenue in front of the White House as a symbolic expression of our confidence in the restoration of the rule of law. Crimes against women and children demand an emphatic response. That is why the Republican Congress enacted Megans Law, requiring local notification when sex offenders are released, and why we advocate special penalties against thugs who, in assaults against pregnant women, harm them or their unborn children. Federal obscenity and child pornography laws, especially crimes involving the Internet, must be vigorously enforced in contrast to the current administrations failure in this area. We urge States to follow the lead of congressional Republicans by making admissible in court the prior similar criminal acts of defendants in sexual assault cases. Millions of Americans suffer from problem or pathological gambling that can destroy families. We support legislation prohibiting gambling over the Internet or in student athletics by student athletes who are participating in competitive sports. On both the federal and state levels, juvenile crime demands special attention, as the age of young offenders has fallen and their brutality has increased. We renew our call for a complete overhaul of the juvenile justice system that will punish juvenile offenders, open criminal proceedings to victims and the public, make conviction records more available, and enforce accountability for offenders, parents, and judges. With regard to school safety, we encourage local school systems to develop a single system of discipline for all students who commit offenses involving drugs or violence in school, not the federally imposed dual system which leaves todays teachers and students at risk from the behavior of others. Any juvenile who commits any crime while carrying a gun should automatically be detained, not released to someones custody. We urge localities to consider zero-tolerance for juvenile drinking and driving and early intervention to keep delinquency from escalating to crime. While recognizing the important role of both parents to the well-being of their children, we must acknowledge the critical need for positive role models to put a generation of fatherless boys on the right road to manhood. We affirm the right of public schools, courthouses, and other public buildings to post copies of the Ten Commandments. Finally, continued assistance to state and local law enforcement is critical. Through research, grants, and joint task forces, the federal government should encourage smarter, more effective anti-crime efforts. In particular, we advocate assistance to police for their personal protection, continuing education and training, and family care
FOREIGN POLICY Republicans believe the only way to live free from foreign aggression are to maintain peace through strength.
EDUCATION Republicans believe in local control of education, reducing bureaucracy both in Tallahassee and at the district level, removing state mandates wherever possible, dramatically in creasing the share of the education budget allocated to the classroom, taking the politics and special interests out of the state funding formula, allowing local option school choice among all public schools, and implementing pilot programs to let families choose among all accredited schools, public or private. We believe that choice in education should not be limited to those with high incomes. HEALTH CARE Republicans believe that the following principles should be emphasized in health care reform: maintaining quality, providing choice, guaranteeing access, reducing costs, preserving jobs, enhancing flexibility, ensuring fairness, and encouraging individual responsibility. Republicans believe that something is wrong in America when those on welfare are provided health insurance through Medicaid, while many hard working individuals and families cannot obtain health insurance. Republicans believe that reforms should be implemented which will allow individuals to keep their insurance if they change or lose their jobs. We believe that insurance should be guaranteed renewable. Republicans believe that the quality of American medical care which is the highest in the world must be preserved. We believe that the right to choose your own doctor and your own health insurance coverage must be maintained. Republicans believe that the federal tax subsidy currently given only to employers should be extended through a tax deduction or credit to individuals to assure tax fairness for those who purchase their health insurance and medical care directly. Republicans believe that Americans should be allowed to establish tax free medical savings ac counts out of which they could pay for routine medical care. We also believe that responsible medical malpractice tort re form will contribute to reducing medical costs.
TAXES and SPENDING continue to fight for constitutional limits on state taxing and spending. We believe that government should not grow faster than the ability of citizens to pay for it. For too long, family budgets have been shrinking while government budgets have been growing. Republicans believe that state taxing and spending growth should be limited to no more than growth in the personal income of Floridians. The average Floridian already works until May 2just to earn enough to pay total federal, state and local taxes. In Florida, the per capita total tax burden is already over $7,100 annually. Clearly, we aren't taxed too little; government spends too much and wastes too much.
MEDICARE/SOCIAL SECURITY believe seniors safety net must be preserved for todays beneficiaries and for the millions who will need it tomorrow.
WELFARE support requiring able bodied recipients of public assistance to work. We also support putting time limits on welfare assistance. We believe incentives and requirements should be implemented to ensure that welfare recipients and their' children attend school or job training, receive proper immunizations, and remain drug free. We support improving efforts to identify fathers of children born to unmarried mothers and vigorously pursuing child support payments. Republicans also believe that welfare reforms, at a minimum, should not cost more than current programs.
JOBS AND ECONOMIC GROWTH believe that the best conditions for job opportunity and economic growth come from individual freedom, limited government, low taxes and spending, fewer and more flexible regulations, and a society protected from crime that offers quality educational opportunities for all. Free men and women, engaging in free enterprise, unhampered by restrictive government policies, will provide the greatest opportunities for the creation of wealth and progress for our state and nation.

The United States will never require a permission slip from the United Nations in matters affecting its national security President George W. Bushs commitment to keep faith with both the past and the future by saving Social Security. We oppose annual raids on Social Security trust funds, and we support protecting these funds by balancing the federal budget apart from Social Security reserves, which should be entirely dedicated toward meeting future obligations. We support innovative solutions offered by President George W. History about The Democrats: At the start of the 21st Century, the Democratic Party can look back on a proud history a history not just of a political organization but of a national vision. Thomas Jefferson founded the Democratic Party in 1792 as a congressional caucus to fight for the Bill of Rights and against the elitist Federalist Party. In 1798, the "party of the common man" was officially named the Democratic-Republican Party and in 1800 elected Jefferson as the first Democratic President of the United States. Jefferson served two distinguished terms and was followed by James Madison in 1808. Madison strengthened America's armed forces helping reaffirm American independence by defeating the British in the War of 1812. James Monroe was elected president in 1816 and led the nation through a time commonly known as "The Era of Good Feeling" in which Democratic-Republicans served with little opposition. The election of John Quincy Adams in 1824 was highly contested and led to a four-way split among Democratic-Republicans. A result of the split was the emergence of Andrew Jackson as a national leader. The war hero, generally considered along with Jefferson one of the founding fathers of the Democratic Party, organized his supporters to a degree unprecedented in American history. The Democrats created the national convention process, the party platform, and reunified the Democratic Party with Jackson's victories in 1828 and 1832. The Party held its first National Convention in 1832 and nominated President Jackson for his second term. Private schools, particularly parochial schools, are also and important part of our diverse educational system. Consistent. with our tradition, the Democratic Party accepts its commitment to constitutionally acceptable methods of supporting the education of all pupils in schools which do not racially discriminate, and excluding so-called segregation academies.

Church and State/Religious Freedom Throughout history, communities of faith have brought comfort to the afflicted and shaped great movements for justice. We know they will continue to do so, and we will always protect all American's freedom to worship. Christians act like they want to make religion a public issue for elections and political purposes. Everything in their rhetoric points in this direction: they complain that atheists try to drive them out of the public square or to suppress religious beliefs, they claim that religion is necessary for public values, and they won't vote for candidates that don't discuss religion and faith. Christians don't see the dangers, but atheists may have the ability to teach Christians the truth. Out of religion comes our sense of belonging. Out of science comes our knowledge. Out of democracy comes our choice to either believe or not our job as Americans is to help run our country not our church, synagogue or mosque.
Faith-Based Welfare Support Democrats in the legislature continue to vote against requiring welfare recipients to work and against placing time limits on welfare. Democrat proposals for "reforms" routinely cost more than current programs. Under the current Democrat administration, Florida leads the nation in welfare over payments. Florida gives away hundreds of millions of dollars annually to individuals who are not eligible to receive benefits.

It is an issue that is important to a critical voting group and a group that does not appear to be as solid for Gore as Gore would like. George W. is doing very well among women. The Democratic strategy carries risk as well as promise. Although Michelman spoke at the 1996 Democratic convention, she did so during an afternoon session with a sparse TV audience, not in TV prime time. CRIME In the legislature continue to vote to water down most of the rime fighting provisions sup ported by Republicans. They also vote to weaken capital punishment laws. Under our Democrat dominated government Florida leads the nation in violent crime. Have an extremist record of placing the rights of criminals above all, including freeing violent criminals on legal technicalities. believe government's most basic duty is to establish law, order, and freedom and keep citizens safe from crime. When crime is rampant, families are forced off the streets and behind closed doors. When children are ducking for cover, they have a hard time reaching for their dreams. When people are afraid to walk in their own neighborhood, communities are robbed of the basic sense of decency and togetherness. When an overburdened justice system lets thugs off easy, good parents have a harder time teaching their children right from wrong. Bill Clinton and Al Gore took office determined to turn the tide in the battle against crime, drugs, and disorder in our communities. They put in place a tougher more comprehensive strategy than anything tried before, a strategy to fight crime on every single front: more police on the streets to thicken the thin blue line between order and disorder, tougher punishments - including the death penalty - for those that dare to terrorize the innocent, and smarter prevention to stop crime before it even starts.They stood up to the gun lobby, to pass the Brady Bill and ban deadly assault weapons - and stopped nearly half a million felons, fugitives, and stalkers from buying guns. They fought for and won the biggest anti-drug budgets in history, every single year. They funded new prison cells, and expanded the death penalty for cop killers and terrorists. Here are the results of that strategy: serious crime is down seven years in a row, to its lowest level in a quarter-century. Violent crime is down by 24 percent. The murder rate is down to levels unseen since the mid-1960's. The number of juveniles committing homicides with guns is down by nearly 60 percent. But we have just begun to fight the forces of lawlessness and violence. We cannot go back to the finger-pointing and failed strategies that led to that steep rise in crime in the Bush-Quayle years. We can't surrender to the right-wing Republicans who threatened funding for new police, who tried to gut crime prevention, and who would invite the NRA into the Oval Office. Nor will we go back to the old approach which was tough on the causes of crime, but not tough enough on crime itself. With Al Gore as President, America won't go back. We will move forward. We will fight to increase the number of community police on our streets. We will fight to give police the high-tech tools and the training they need to keep our streets safe and our families secure. We will toughen the laws against serious and violent crime to restore the sense of order that says to children as well as to criminals: don't even think about committing a crime here. We will reform a justice system that spills half a million prisoners back onto our streets each year - many of them addicted to drugs, unrehabilitated, and just waiting to commit another crime. We will make schools safe havens for students to learn and teachers to teach. We believe that in death penalty cases, DNA testing should be used in all appropriate circumstances, and defendants should have effective assistance of counsel. In all death row cases, we encourage thorough post-conviction reviews. We will put the rights of victims and families first again. And we will push for more crime prevention, to stop the next generation of crime before it's too late. Victims' Rights. We need a criminal justice system that both upholds our Constitution and reflects our values. Too often, we bend over backward to protect the right of criminals, but pay no attention to those who are hurt the most. Al Gore believes in a Victims' Rights Amendment to the United States Constitution - one that is consistent with fundamental Constitutional protections. Victims must have a voice in trial and other proceedings, their safety must be a factor in the sentencing and release of their attackers, they must be notified when an offender is released back into their community, they must have a right to compensation from their attacker. Our justice system should place victims and their families in their rightful place. Ending the Revolving Door. We have to test prisoners for drugs while they are in jail, treat them for addictions, and break up the drug rings inside our prison system. Drug and alcohol abuse are implicated in the crimes of 80 percent of the criminals behind bars. Al Gore believes we should make prisoners a simple deal: get clean to get out, stay clean to stay out. And this deal should be non-negotiable. We should do even more to make sure that when criminals leave jail, they leave a life of crime behind. We should impose strict supervision of those who have just been released on parole - and insist that they obey the law and stay off drugs. In return, we should help them make it in the workplace. Al Gore believes that ending the revolving door, in combination with more determined efforts at prevention, will both combat crime and ultimately reduce rates of incarceration that are so tragically high in many communities. We should send a strong message to every American child: drugs are wrong, and drugs can kill you. We need to dry up drug demand, hold up drugs at the border, and break up the drug rings that are spreading poison on our streets. We should open more drug courts, to speed justice for drug-related crimes; double the number of drug hot-spots where we aggressively target our enforcement efforts; expand drug treatment for at-risk youth; and make sure that all of our school zones are drug-free zones - by stiffening the penalties to those who would use children to peddle drugs, and those who would sell drugs anywhere near our schools. We know that to dry up drug demand, we must provide drug treatment upon demand. To empower communities protect themselves from organized criminal conduct, the Democrats support giving communities relief against gang related crimes. We should be tough on drugs no matter which form they take and should not discriminate in sentencing. Strong and Sensible Gun Laws. A shocking level of gun violence on our streets and in our schools has shown America the need to keep guns away from those who shouldn't have them - in ways that respect the rights of hunters, sportsmen, and legitimate gun owners. The Columbine tragedy struck America's heart, but in its wake Republicans have done nothing to keep guns away from those who should not have them. believe that we should fight gun crime on all fronts - with stronger laws and stronger enforcement. That's why Democrats fought and passed the Brady Law and the Assault Weapons Ban. We increased federal, state, and local gun crime prosecution by 22 percent since 1992. Now gun crime is down by 35 percent. Now we must do even more. We need mandatory child safety locks, to protect our children. We should require a photo license I.D., a full background check, and a gun safety test to buy a new handgun in America. We support more federal gun prosecutors, ATF agents and inspectors, and giving states and communities another 10,000 prosecutors to fight gun crime. Ending Racial Profiling.
